SSO new users created as Administrator

Hi

I have been further exploring the SSO (only local SSO users, no LDAP or AD). SSO is in primary node of multi site.

All newly created users (SSO Users and Groups > Users Tab > New User) are created as administrator, regardless of what I select in the user creation dialog, Permissions section. If I create a guest user, it ends up being administrator

SSO super admin user cannot modify their permissions either.

Has anyone else experienced this?
