Host % memory usage metrics

We have 2 separate 4-host clusters (ESXi5, 2x vCenter Server Standard 5 servers in linked mode)

 

In one cluster's Hosts tab, % memory for each host is 91, 84, 81 and 86 (average 85.5%).  In the Performance tab, the % memory usage chart for the past day shows a latest figure of 87%.

 

In the other cluster's Hosts tab, % memory for each host is 91, 65, 52 and 74 (average 70.5%). In the Performance tab, the % memory usage chart for the past day shows a latest figure of 53%.

 

Why is there such a difference in the % memory usage figures for the second cluster?  I'm just trying to ensure usage doesn't rise above 75% for the cluster, so there are sufficient resources for a host failure HA event, but don't know which metric is most reliable.

 

Any advice appreciated.
