Error 29103 : Cannot read file or directory ; while installing SSO 5.1

I am hoping some one has a clue about this error message while doing a fresh install of vCenter server and components.

Client : Windows Server 2008 R2 running as a VM.

I have tried 1. the simple install with the basic mode for SSO,

2. simple install with Multisite mode for SSO,

3. Installing SSO separately.

With each approach, I get the same error message, "Error 29103: Cannot read file or Directory"

All the pre-requisites mentioned on install guide for 5.1 have been covered.

Has anyone else come across this issue?

Any lead is appreciated.
